چکیده
Long term care is a vital public policy issue in Canada, as it is in all developed countries (OECD 2005). Expanding life spans, ageing populations and increased healthcare expectations challenge governments two ways. Seniors tend to require more social spending, especially for health and home care. Further, this group tends to be less economically productive. Therefore societies must learn how to deliver and pay for more services to larger segments of their populations, using labour and financial resources that are primarily supplied by a shrinking portion, those of working age.
